Colors mix like light, presence of all colors makes white, absence of all colors makes black, this is the opposite of mixing paint.

The values range from 00 (color is not present) to ff (color is totally present). There are 16 million possible colors using this system, however only 216 of them are "web safe". Each browswer will render the colors differently, however the 216 websafe colors should look the same in all browsers. Click here to see a difference between netscape and IE.
